what is the difference between pcb 20.3 and pcb 20.2?

20.3 controller board have split one 3,3v regulator into three 3,3v regulators
If you use 20.2 you have to mount a new 3,3v PCB

I just received the kit but have not found the new 3,3 V. PCB.
So I can not use it unless I have the new 3.3 V PCB?

You should have a new PCB with correct power supply, so there's no need for any extra 3.3V PCB.

My PCB is 20.2 not 20.3.

A brief explanation: PCB 20.2 is a panel that combines three PCBs:
-> PCB 19.3 (the main board)
-> PCB 16.1 (the H-field pre-amplifier), and
-> PCB 17.1 (the E-field probe).

The main board PCB 19.3 do not need an additional piggyback voltage regulator because it has three voltage regulators on board.

That is, you do not need an additional voltage regulator for PCB 19.3.
